Kobe City Hall Observation Deck is a free observation deck is located on the 24th floor of Kobe City Hall, just south of Sannomiya Station along Flower Road. The deck or “lobby” as it is named, has a UCC Cafe, a restaurant and beautiful panoramic views of Kobe City.
Look south over Port Island and the bay, east towards Ashiya, Nishinomiya, and Osaka and north to the Mt Rokko range.
Free WiFi is available for tourists under Kobe City’s Free WiFi service.
Next to Higashiyuenchi Park, the deck allows for a birdseye view of Luminarie, Kobe’s annual illumination display. However, expect long wait times and crowds during the 10 day event.
Kobe City Hall Observation Deck is a nice little spot to get an understanding of how Kobe is a city nestled between the mountains and the sea.
